Client signed the PMC agreements on 15 December 2019 with US-based KBR, Canada-headquartered SNC-Lavalin and France’s TechnipFMC, after obtaining approval from Supreme Petroleum Council (SPC). KBR has been appointed the lead project management firm for the Ghasha concession having a 50 per cent share of the PMC structure, with SNC-Lavalin and TechnipFMC respectively taking 30 per cent and 20 per cent shares. Client has launched a tender process covering construction of a major new onshore gas plant at Manayif that will process sour gas produced from the state-run giant’s multi-billion-dollar Hail & Ghasha offshore development. It has issued tender documents to more than a dozen players, with technical bids likely to be submitted on September 9, 2019. Some of the players understood to have received tender documents for the gas processing plant package include Italy’s Saipem, UK-listed Petrofac and UK-based TechnipFMC, China’s CPECC, Spain’s Tecnicas Reunidas, South Korean players Samsung, Hyundai E&C and Daewoo, Greek player Archirodon, Japan’s JGC, McDermott of the US, Indian giant Larsen & Toubro, and Egypt’s ENPPI. Engineering, procurement and construction players could either bid alone or in consortia for the onshore gas plant.
Project management consultancy firms have also submitted bids for project management consultancy (PMC) roles for the package. Bids were submitted by the deadline of 5 August, 2019 for the PMC roles for the EPC packages. Eight of the major firms, invited by the client to bid for its proposed PMC pool, submitted bids for the Hail and Ghasha PMC positions:
